DCLI Result Highlights 2015-2019
This publication celebrates MCC’s journey with PEPFAR in Côte d’Ivoire and Tanzania and shares examples of what the partnership has achieved. The same systems approach that builds sustainable change from the ground up can advance other types of international development programs over the long term. Harnessing the data revolution equips countries to achieve and maintain epidemic control, help end AIDS by 2030, and drive their own economic growth.
Assessing Data Readiness of Sub-National Institutions Using the Data Compass
After assessing 8 different dimensions of a data system, a report done by IREX and the dLab found that insufficient data skills and weak data security policies are the leading constraints to data use. It also highlights that investment in data skills improves data quality, leadership, strategy and value perception.
Connecting Flows and Places
This research report from Data Zetu presents findings from research on the flow of data in the United Republic of Tanzania, and specifically on the flow of data to and from the hyperlocal level in the health system of that country.
Mapping Hyperlocal Health Data Flows
This Data Zetu study explores the case of Kyela District, Tanzania. With Kyela District as a study site, it provides a grounded and in-depth understanding of data flows in the health sector in Tanzania and identifies barriers and blockages in the flow of health data at the hyperlocal (district) level.
Hyperlocal Data Flows in Côte d’Ivoire
The question posed by the research in this DCDJ project is: How does data flow between the local and national level in Côte d’Ivoire? Understanding data flows at the hyperlocal level will inform future interventions that could increase the availability and use of data to create healthier communities and inclusive economic growth.
Accelerating Participatory Budgeting in Côte d’Ivoire
This work was commissioned by Development Gateway, with support from MCC, and executed by Reboot. In February 2020, Reboot carried out in-country research to better understand the current status of Participatory Budgeting in Côte d’Ivoire, and opportunities and challenges for ensuring PB achieves its full potential.

The Tanzanian Youth Data Engagement Strategy 2018-2023
The Tanzania Youth Data Engagement Strategy is a coherent tool that provides the framework for dLab and other stakeholders including local and national government, civil society, and private institutions to engage with youth in data, where youth are considered as key beneficiaries and partners within the data ecosystem. The main goal of the Tanzania Youth in data is to improve their lives and champion sustainable development.
Etat de Préparation de la République de Côte d’Ivoire en vue d’une initiative d’ouverture des données publiques
La Côte d’Ivoire a lancé depuis plusieurs années une initiative d’ouverture des données publiques sous la direction du Centre d’Information et de Communication Gouvernementale (CICG). De nombreux efforts ont été accomplis avec notamment l’adhésion au Partenariat international pour un Gouvernement Ouvert (PGO ou OGP en anglais) depuis 2015.
Delivering Data Where it Counts
The DCLI program is the result of partnership funded by PEPFAR and implemented by MCC. Through informal consultations and its own programming, the DCLI program has been gathering case studies to document drivers and the value of subnational data programming. Based on these case studies and DCLI learnings, an initial set of principles for subnational data use has been developed. These principles – and the collection of case studies – are a living document.

Le programme Data Collaboratives for Local Impact (DCLI) est le résultat d’un partenariat financé par le President’s Emergency Plan for AIDS Relief (PEPFAR) et mis en œuvre par le Millennium Challenge Corporation (MCC). Grâce à des consultations informelles et à sa propre implication, le programme DCLI recueille des études de cas pour documenter les moteurs et la valeur de la programmation des données infranationales. Sur la base de ces études de cas et des enseignements tirés du programme DCLI, un premier ensemble de principes pour l’utilisation des données infranationales a été élaboré.
